The strategic plan is the culmination of a year-long effort to identify and assess the strengths and the needs of the Knox County Schools. The plan builds on the vision for the future, Building on Strength: Excellence for All Children, that I presented to the Board of Education and the community in December 2008. Just as we did with the development of the vision, we have had broad stakeholder participation and comment as we have developed this strategic plan. We have collected insights at multiple community forums and meetings with school leaders. The Knox County Council PTA, the Knox County Education Association, the Knoxville Chamber of Commerce and our school principals were also represented on the strategic plan advisory group. This strategic plan provides a blueprint for our actions, and defines our success for the next five years. There are areas in this strategic plan that are very specific in nature, elements that are more general, and some components that will require additional research and analysis. We have clearly established goals and initiatives that will be regularly measured using a variety of methods and metrics. This strategic plan provides for the productive development of our instructional practices, processes, and systems, as well as an educational culture that will enable us to realize higher levels of academic success for all students, and achieve our vision of Excellence for All Children. FOCUS ON THE STUDENT
The core mission of the Knox County Schools is to advance student academic development and achievement. Each student must be challenged academically and graduate fully prepared for post-secondary learning opportunities, a rewarding career, a meaningful role in the American democracy, and an enlightened and fulfilling life.Our first goal - Focus on the Student - speaks to universally high standards and expectations, ensuring that every student has access to outstanding classroom instruction, creating multiple pathways to successful graduation, expanding opportunities for challenging coursework and access to learning 21st century skills, beginning each student’s academic life with a strong foundation, and making sure that every student can achieve their full potential. Schools must have the highest quality and most effective teachers, administrators, and support staff. The KCS must recruit, select, induct, develop, support, promote, compensate, and retain personnel with a focus on quality and instructional excellence. Appropriate investment in human capital will directly and positively impact student learning and achievement. o Streamline Teacher Preparation and Induction Processes o Improve Teacher Evaluation, Retention, and Promotion Practices o Teacher Collaboration and Leadership OBJECTIVE III: Providing Support for Teachers o Effective Professional Development Activities o Distribute Instructional Resources Equitably GOAL 3: ENGAGED PARENTS AND COMMUNITY The Knox County Schools, parents and extended families must partner in the education of our children. Schools and educators cannot go it alone. It is the obligation of the Knox County Schools to provide parents with the opportunities and the tools to be meaningfully engaged in the education of their children. Just as parents are critical collaborators in our educational efforts, community partners, businesses, higher education, citizens, and taxpayers are important players in supporting our instructional efforts.

INFRASTRUCTURE - ENABLING STUDENT LEARNING Infrastructure refers to all of the critical operational and administrative activities and resources necessary to support the Knox County Schools core mission of advancing student academic development and achievement, including the effective management of financial resources that will be essential to achieving our educational goals.
Leveraging these functions and resources involves – o Operating efficiently, effectively and professionally, o Ensuring a safe, healthy, inviting learning environment for all students, and o Basing our actions on sound data and accurate, relevant information.
